Yes. The deck must direct water to the outlet and the downstream rainwater route must remain clear.
How is EPDM sealed around it?
Use the approved flange, primer, flashing or patch detail. Do not rely on general sealant alone.
Will an outlet stop ponding?
Only with correctly formed falls, adequate capacity and regular maintenance. The component cannot correct a backfall.
How should it be maintained?
Inspect regularly and after severe weather. Clear debris and check the surrounding membrane detail.
